The
Michigan Association
of Health Plans Foundation began coordinating a statewide tobacco
control initiative in May 2000. The project is funded by a grant
from the Michigan
Department of Community Health. The objectives of the project
are to develop and promote core tobacco control activities among
health plans statewide, and to develop a model for technical assistance
to promote tobacco control implementation within all health plans
in Michigan.
Five of the primary activities resulting from
this collaborative initiative are:

Development of tobacco control core recommendations
(pdf)
, developed by the Tobacco Control Steering
Committee, and based on the 2000 Preventive Health Service Clinical
Practice Guideline. The recommendations are being promoted as
the "Screen and Intervene" process. Approved by the
Michigan Association
of Health Plans Foundation Medical Directors and endorsed
by many health care organizations throughout the state, the recommendations
were disseminated to 12,000 physicians in Michigan in October
2001.

Development of the
"Michigan Insurers' Tobacco Cessation Benefits Grid"
(pdf),
in HTML format
, a one-page document delineating the tobacco
cessation benefits offered by insurers. This document was developed
based on physician feedback. It provides information about several
insurers' benefits regarding tobacco cessation programs and pharmacological
aids. The document, available by clicking the above link, is intended
to be a quick-reference tool for clinicians assisting patients
who are motivated to quit using tobacco.
- Administration
of a baseline assessment of tobacco control activities
conducted by Michigan health plans. The American
Association of Health Plans document, Addressing Tobacco in
Managed Care National Technical Assistance Office developed a
survey tool to collect information about tobacco control activities
conducted by health plans across the United States. The Michigan
Association of Health Plans administered the survey to Michigan
health plans as a means of collecting baseline data and to compare
Michigan results to national survey results.
- Collection
of baseline data regarding the rate of tobacco use identification
documentation in patients' medical records. Fourteen Michigan
health plans collected baseline data regarding tobacco use identification
rates during their annual Health Employer Data and Information
Set (HEDIS) collection processes in 2002. Each year health plans
review medical records for particular reporting measures compiled
for HEDIS.

Development of a tobacco cessation toolkit
that was based on best practices of Michigan health plans and
physician feedback. In October of 2001, 12,000 Michigan physicians
received a copy of this toolkit. The materials in this folder
were compiled based on best practices of Michigan health plans
with tobacco control initiatives. Physician feedback was received,
and the suggestions were incorporated in the toolkit. You may
